Pentagon versus Pentagon: boosting US trade - or building up China's army?

Officials in the US Defense Department disagree on the general availability of the communications equipment being transferred from US company SCM to the Chinese-US joint venture Hua Mei Communications, which is affiliated with the People's Liberation Army. In 1993, the Pentagon's technology directorate said that the equipment being traded was not widely available, but in 1996, Pentagon spokesperson Kenneth Bacon said it was available. The Pentagon officials are pretending that there is a clear line between military and civilian uses of equipment in Beijing.

Tax trouble: China takes away import privileges
Article Abstract:
On Dec 31, 1994, China announced a new policy requiring customs duties on many so-called luxury items, including most office equipment. It took effect the next day and exacts from 38% to 118% of an item's value, plus the existing 17% value-added tax. The move probably reflects China's belief that investors will come anyway because of its promising market. However, contracted foreign investment fell in 1994 to $69 billion from $122.7 billion in 1993, reflecting increasing unsureness about China's rules.

China is set to become the world's second-largest trading nation by 2020, and will expand its market share from 4% to 10%, according to the World Bank's China 2020 report. Other developing nations that will see their exports increase include Indonesia and India, but their growth trail that of Taiwan, South Korea and Singapore.
