Philippines passes test

The Philippines has survived the Asian financial crisis and remains a profitable place for investment, according to Dr. Frances Perkins, the head of the East Asian Analytical Unit of the Australian Department of Foreign Affairs and Trade. Annual economic growth should continue at 5% for the foreseeable future. The devaluation of the peso favors outside investors. The economic climate is a vindication of former President Fidel Ramos's reform measures.

Real reform or just window dressing?
Article Abstract:
Specific reforms have been outlined for the banking industries in Japan, Indonesia, South Korea, Malaysia, Thailand, China and the Philippines, but whether the reforms will be successfully instituted remains a question. Unprofitable banks should close, accounting standards need to improve, banks should be open to foreign takeover and greater discernment should be taken in granting loans. Losses continue and progress is slow.
