Planning and the reduction of transport emissions
Article Abstract:
The UK HMSO has published Planning Policy Guidance Note 13 - Transport, April, 1993, incorporating research conducted by ECOTEC Research and Consulting into the relationship between settlement patterns, travel demand, and land uses in the context of reducing emissions of carbon dioxide (CO2). Transport, particularly road transport, accounts for 23% of CO2 emissions in the UK. Emissions could be cut if land-use planning systems which affected travel decisions were introduced. The interaction between land-use and travel demand, implications for planning, taking measures to solve urban congestion, such as controlling parking and offering park-and-ride services, and formulating policy to meet local circumstances, are discussed.

Equity in transport planning
Article Abstract:
Transport planners use three terms, equity, fairness and justice (EFJ) to encapsulate ten concepts. A study of national policy revealed that these terms are not used by politicians very much. Further enquiries amongst local government transport planners and council members also revealed that few use these concepts when making decisions on transport matters.

Does transport investment stimulate economic activity?
Article Abstract:
Traditionally economists have thought that improving transport for industry has led to new business opportunities and ease of obtaining raw materials. This view is being challenged by new studies which show that transport is only one link in the chain of development, and that other factors should be taken into consideration.
