Article Abstract:
Gordon Brown's key message in his pre-budget statement was that Britain's modernisation depends on the modernisation of the economy. His message suggests that the planning system will be near the top of the political agenda but society may suffer from from Labour's commitment to competition. Richard Lambert of the British Property Federation says that planning regulations and competition are as much social policies as economic ones. Sustainable planning requires a balance between the economic and social consequences of planning.

Planning: shopping centres
Article Abstract:
Although out of town superstores are discouraged by the Secretary of State for the Environment, thee are currently 18 such schemes at appeal, conceived before the change in government thinking. The House of Commons environment committee's report on the future of shopping centres consideres sustainability in planning with the aim of reducing car journeys and shopping trips. Town centre and edge of town locations are seen as best able to meet the need to combine food and non-food shopping trips.
