Politics by numbers; LDP's network makes Mitra the favourite in presidential race

The well-oiled political machinery of the Laban ng Demokratikang Pilipino (LDP) has positioned Ramon Mitra as the leading presidential contender in the May 11, 1992, elections in the Philippines. This is in contrast to his unremarkable tenure as house speaker in Corazon Aquino's administration. Soft-spoken and unassuming, Mitra is also considered a traditional politician who personifies the LDP. His popularity is attributed to LDP's modern, well-calculated and ideological political strategy. The LDP is also the incumbent administrative party and possesses the influence and financial wherewithal to boost Mitra's candidacy.

Two former US military bases in the Philippines are on the way to becoming major trade and manufacturing centers, but both still face high hurdles. The US Air Force left Clark Air Base in 1991, as an eruption from Mt Pinatubo smothered it in ash, and the US Navy abandoned Subic Bay Naval Base in 1992 at the Philippine govt's request. Now Subic Bay has attracted $1 billion in investment, but relies heavily on strong interest from Taiwan. Clark's backers must raise money to convert it into a major international airport.

The Philippines has a chance to break away from its entrenched political system in the May 1992 elections. The existence of seven presidential candidates representing a spectrum of interests makes the elections credible Not one candidate is powerful enough to influence the elections, thus, the winner will likely gain only a plurality vote. Political observers fear that certain groups could exploit this lack of a majority mandate from the electorate to create dissension.
