The new Socialist government of France led by Lionel Jospin insists that it will have the countries budget in shape to meet European Union guidelines as they now stand before the deadline. To do this, the government will have to break promises to end privatization and to grant residency permits to immigrants.

Truck drivers were the most recent employees to strike in France, and it seems their demands for better salaries and shorter hours will be met. France's fears of not being able to join the single European currency market override the necessary industry reforms and cause it to yield to strikers.
