Pope Kofi's unruly flock
Article Abstract:
United Nations (UN) Secretary-General Kofi Annan has shown that he has determination and strength of character. However, he is finding it difficult to make real progress as he comes up against the sheer scale of the UN and its complex bureaucracy. He has sought to reduce the central bureaucracy, and is looking to establish a more collegial approach. However, there is still too much administration and too little coordination. There is a danger that conflict within the UN will lead to it becoming increasingly irrelevant.

Argentina Pres Carlos Menem was upset when the country's powerful Catholic Church insinuated that the poor were suffering because of government economic reforms. The economy has stabilized somewhat, but the Church could increase discontent among the poor.
