Article Abstract:
There is a debate in Britain on the government's planned repeal of section 28 of the Local Government Act of 1988, which prohibits homosexuality being promoted by local government. There is concern that the law could prevent teachers from tackling homophobic bullying. Supporters of the law argue that it helps to strengthen family life, and that it should be extended to include health authorities. There have been a number of advances for gay rights and repeal was not seen as problematic, but opposition to repeal has developed.

The UK's Audit Commission has proposed new rules for local governments designed to implement John Major's Citizen Charter accountability program. The rules would require local councils to make public their scores on a set of performance indicators drafted by the commission.

Article Abstract:
The Christian fundamentalist group Oregon Citizens Alliance engineered a ballot measure requiring the state to discourage homosexuality, sadism, masochism and paedophilia. When surveyed 27% of voters supported the measure.
