Peace, of a kind

Article Abstract:

The Islamic Salvation Army (AIS) has agreed to end its armed struggle in Algeria and submit to the state's authority. The AIS is linked to a party which was to have been the victor in elections in 1991-1992, the Islamic Salvation Front, which has been banned. An amnesty is expected, but the AIS may not have been granted further concessions by the government. The FIS did not seek confrontation, argues one member, and it has been affected by the violence of the years from 1992 to 1999.

France has officially remained neutral on Algeria's civil war, but in reality France has given economic and diplomatic support to the ruling regime of Pres Liamine Zeroual. Some western diplomats want to tie economic aid to fair elections. Parliamentary elections will be held Jun 5, 1997.

Three years of war in Algeria have resulted in the loss of 30,000 to 40,000 lives. Islamic fundamentalist terrorists have waged a bloody 1995 Ramadan, and the country's economy is jeopardized. France's efforts to intervene have been rebuffed by the government.
