Maxwell stole more than 400 million pounds from his companies' pension trusts before his death. The UK government commission investigating the matter should consolidate the four pension regulators under one department, and increase financial reporting requirements.

Catching London's culprits
Article Abstract:
Financial and securities scandals such as Robert Maxwell's illustrate the need for both regulatory reform and better enforcement of current law. Better investigation and prosecution of fewer cases, including the use of plea-bargaining, are suggested.
