President Vladimir Putin of Russia has appointed Dmitry Medvedev First Deputy Prime Minister and Sergei Ivanov Deputy Prime Minister fueling speculation for succession in upcoming presidential elections. Also, Mr. Putin has planned to spend more oil export revenues on health care, affordable housing and education. However domestic policy has been frustrated by political infighting.

Close Putin ally implicated in probe into laundering

Leonid Reiman the Telecommunications Minister of Russia is under investigation by German authorities for money laundering. Evidence suggests the Russian Minister set up an elaborate system to divert moneys from the state owned telecommunications industry. German authorities are also investigating similar allegations in the United States, Cyprus and Switzerland.
