Quebecor/Tournai : n gociations rouvertes
Article Abstract:
With the utmost discretion, the negotiation has restarted between Quebecor and the Walloon authorities in Belgium. The idea is to find a solution which would allow the government to subsidize the Canadian printing group's project without being taxed by the European authorities. Quebecor is willing to pump BFr 3.17bn in the Tournai region, including a BFr 543.2mn subsidy from the Walloon region. A second investment stage worth BFr 900mn was expected to be granted a conventional subsidy. On 23 July 1998, the regional authority decided to postpone its decision until September on the basis of insufficient data on the project.

Article Abstract:
A survey of 283 unemployed Belgian people, which included 205 Flemish-speakers, and 78 French-speakers was carried out in 1997. In a third of the French-speaking households, the head of the family was unemployed, and in a third the two principal adults have a very small income, compared with 17% of the Flemish-speaking households. Leisure, food, and medical expenditures were the first categories to be cut when their income dropped. Of the French-speaking people interviewed, 80.5% are not saving any money, and 48% have some debts, while 51.1% of the Flemish speakers are not saving any money, and 70% have debts.

For the third time, the Verviers county court has rejected the demand by people opposing the no-smoking law; the court has ruled that their action has no basis. The opponents are demanding BFr 1bnt in compensation from the Belgian governmen because of the heavy economic consequences of the law. The tribunal replied that it does not have the power to order the legislature to cancel a law.
