Article Abstract:
Germany's decision to revoke a 3-year old economic sanction against China in mid-1992, has resulted in a spurt in its exports to China. During 1991, Chinese exports to Germany increased tremendously, while German exports to China fell drastically. This imbalance of trade occurred because Germany was the last European Community (EC) country to lift economic sanctions imposed against China after the pro-democracy protests in 1989. Strict import restrictions by China and equally stern German export controls aggravated trade relations between the two countries.

Strong growth offshore

German companies have recently done well in Asia, both siting new facilities there and selling into growing markets. Vietnam alone, while comparatively small, now boasts factories owned at least in part by Mercedes-Benz, BMW, Siemens, Thyssen, Bultel, and more. China is considered the big prize, and Mercedes-Benz recently beat out top US car makers for a joint venture there. Passenger jets, new rail services, and electronics are all doing well in China, though some are having trouble with Chinese partners and competition.

Time for Tokyo to take "hands-on" role
Article Abstract:
The German Industry Federation (BDI) has suggested that Japan should play an active part in framing internationally applicable rules that will provide multilateral solutions to trade problems. Since Japan is Germany's largest Asian trading partner and since both the US and the European Community (EC) have faced periodic obstacles in defining trade-related norms, the BDI suggests that problem-solving should no longer be on a bilateral basis, as resorted to earlier, but on a multilateral basis.
