Regulation cloud hangs over five-nation open-skies pact
Article Abstract:
In an attempt to monitor U.S. ownership of foreign airlines, the U.S. Department of Transportation has proposed air carrier regulation requiring a 30-day notice of any 5% change in shareholding, rather than the customary reporting of changes approaching 50% ownership. Implementation of this rule may prevent the type of investment that a proposed "open-skies" accord between the U.S., Singapore, New Zealand, Brunei and Chile is designed to encourage.

Airline accord leaps hurdle

A revised United States Department of Transportation proposal to an open skies airline agreement between New Zealand, Chile, Singapore, and Brunei demands that airline carriers report any changes in shareholding if they involve an increase of over 20% or advance a stake of a U.S. investor to over 40%. The agreement has been approved by the United States and must be signed by representatives of the participating countries.

The pact is expected to be beneficial as the five nations are widespread, making their aircraft technologically limited in flying between the destinations.
