Rhetoric trap: Clinton candid on China human-rights failure
Article Abstract:
President Bill Clinton has recent shifted policy towards Beijing as constructive engagement had not produced the results on human rights that were hoped for. The human rights situation in China has worsened according to the latest State Department's annual report, but the Chinese do not believe they need to make concessions. However human rights groups in the US had been encouraged by the appointment of the new secretary of state Madeleine Albright, although she believes that no single issue, such as human rights, should dominated the relationship with China.

For the second time in two years, US trade officials reached a last-minute agreement with China on protecting intellectual property rights, though the value of the pact remains questionable. China routinely pursues high-profile crackdowns on CD pirates in the days before an agreement must be reached and has in the past ignored its own concessions. Several reappeared in the most recent agreement, struck by Acting US Trade Representative Charlene Barshefsky.
