The European Community is having problems communicating to the people of its member nations exactly what its function is or should be. EC Pres Jacques Delors needs to initiate a more open public relations policy so that the Commission will be better understood and trusted.

More liberal proponents in the Israeli cabinet are proposing the withdrawal of Israeli troops from the Golan Heights in return for peace in Syria. But conservatives are reluctant, although giving up the occupied territories is favored by many Israelis.
