Risk vs. reward: bottlenecks force investors to rewrite the rules

Some countries in Asia, such as India, are becoming industrial backwaters because of the failure to provide roads, telephones, clean water and electricity. Asia needs an estimated $1.5 trillion in roads, water and sewage systems and power plans, according to the World Bank, and some projects are going ahead. Countries such as the Philippines have formed public-private partnerships to build power plants and roads, and in Taiwan the high speed rail project is moving ahead. Companies that shape their approach to suit local conditions are important leads.

Article Abstract:
Hong Kong is investing 5.3 billion Hong Kong dollars to build a plant for treating sewage and a system of subterranean tunnels to help clean up the harbour. The project, due for completion in 1997, will enable around three fifths of the daily 2 milion cubic metres of sewage to be gathered at sifting spots where solids above 6-10 millimetres will be removed. The sewage will then be sent to the plant along a 23 kilometre tunnel to be mixed with polyelectrolytes and ferric chlorides and turned into a sediment.
