Schools in Vermont have had to comply with legislation seeking to bring more equality of funding. Schools in richer areas previously had more funds per pupil since there was little top-up from the state, so wealthy towns were able to spend far more on schooling than poorer towns, which also had high real estate taxes. The change has involved a rise in real estate taxes in richer areas which has affected some farmers with low incomes, as well as childless owners of second homes.

The school of hard knocks: devolution
Article Abstract:
There are school funding issues and problems in Texas, Ohio, and other states. A 1993 law in Texas, for example, calls for the sharing of money with the state or poorer districts on taxes raised on property worth more than $280, 000. The state Supreme Court has upheld the law.

The Deer Park county school district is well-financed by annual tax revenues from businesses, while higher property taxes in North Forest discourage industrial development. The Texas Supreme Court recently ruled for equal funding for the two school districts.
