Article Abstract:
India's centralized economic reform initiatives were adversely affected by the USSR's collapse and the government's consistent budget deficits. However, economic development measures subsequently drafted by P.V. Narasimha Rao's government ease regulation of industry and give the private sector more control over industrial development. The measures also reinforce the state's plans toward social development, trade liberalization and infrastructure. Financial reform may also be pursued following the securities scandal exposed in New Delhi.

Round one to Rao: minority regime grapples with political and economic challenges

India's Prime Minister P.V. Narasimha Rao's emergence as political leader has brought about a political turnaround affecting India's domestic and international affairs. Rao has effected changes in economic policy and international relations, which his predecessors never dreamed of doing. India has developed closer ties with the West. While his leadership qualities have held political factions at bay, Rao has failed to dispel the Sikh complaints in Punjab and the tension created in the government by the Bharatiya Janata Party.

Reality check: opposition parties gradually embrace change
Article Abstract:
Political opposition to Indian Prime Minister P V Narasimha Rao's economic program is gradually eroding both in parties and among labor unions and other groups. While few have changed their formal stance against protective barriers and similar measures, most embrace the changes at a practical level. However, such special interests as agriculture still have a strong grip on the political purse, and many observers fear that Rao is doing a poor job of explaining his reforms to a wider audience.
