Article Abstract:
The European Commission is unlikely to gain support for its controversial industrial policies before its mandate expires in December 1992. Commission president Jacques Delors had in February proposed measures to increase industrial competitiveness and combat Japanese inroads into the European market. His budget proposal included a 1.5 billion European Currency Unit increase for research spending, with reduced emphasis on pre-competitive research in favor of market technologies. More pressing problems however, have caused the shelving of these proposals which have found little support from the UK, Germany and the Netherlands. Budget restraints and political difficulties due to Maastricht, Eastern Europe and Yugoslavia combined , have made European Community members lukewarm to more spending. A watered-down version of thhese proposals may be expected sometime in the future.

Getting through to Brussels
Article Abstract:
The far-ranging impact of the regulations being issued by the European Commission in preparation for the single European market has prompted many companies and trade associations to launch intensive lobbying efforts at the Commission's headquarters in Brussels. Lobbying activities do not necessarily succeed in influencing the course of the Commission's legislation as the experience of several institutions show. General rules that companies and other interested parties may follow to achieve more effective lobbying initiatives include targeting the key decision makers in Brussels, understanding the complex legislative machinery of the Commission, beginning lobbying activities early, and avoiding excessive lobbying efforts.

Article Abstract:
Europe's telecommunications industry is being investigated by the European Commission for possible violations of European Community (EC) competition rules. Further liberalization of telegraph and telephone services will most likely be mandated if the EC establishes that monopoly abuse does exist within the industry. Members of the European telecommunications community have already started examining, and preparing for, the possible effects of the EC's telecommunications policy.
