Rule 1: prepare for the worst
Article Abstract:
A journalist on the large oil tanker World Pendant talks of safety measures adopted by ships to prevent sea accidents. The World Pendant crew uses an automatic radar plotting aid (ARPA) to inspect sea traffic and communicate with approaching vessels through the the Vessel Traffic Information Service (VTIS). Smaller vessels trying to overtake the World Pendant always seek permission to change route under the Rules for the Prevention of Collisions at Sea. It is, however, difficult to prevent accidents because ships may misjudge the distance or communication between ships may be misleading.
