Rumsfeld aims to elevate role of Special Forces

Military policy for the United States has been announced by Secretary of State Donald H. Rumsfeld. Special Services are to receive greater financing and it is hoped that conflicts against Muslim extremism will not be fought as ground wars, that current conflicts in the Middle East and particulary Iraq, are anomalies.
