Russia's brutal folly
Article Abstract:
Russia is advancing in Chechnya, where the war has badly affected civilians. There is concern about the impact of the conflict in the Caucasus region, and that Russian generals may not obey the Russian government on this issue. Western countries should persuade Russia to seek a settlement that brings greater stability to the Caucasus region as a whole. The West cannot intervene by military means in this conflict, but can cease to cooperate with Russia in other areas unless a solution is found, and can help independent countries in the region.

To cool the Caucasus
Article Abstract:
The bombing of Chechnya by Russia is exacerbating problems in the Caucasus region, and the dangers represented by regional instability mean that outsiders may seek a solution. This could be achieved through the Organization for Security and Co-operation in Europe (OSCE), which is favored as a forum by Russia, and is scheduled to hold a major summit. Russia could offer a ceasefire prior to negotiations. The conflict in Chechnya is not simply an internal matter for Russia, since it has international implications.
