Ruth Dreifuss, model for a new Swiss role?
Article Abstract:
Ruth Dreifuss will be president of Switzerland in 1999 and will be the first Jewish and woman president of that country. Switzerland has been criticised for delays in settling claims by Holocaust survivors over money owed them by Swiss banks. Dreifuss could herald changes in policy, but there is a danger that resentment could arise from attempts at reform that are too bold. The incumbent president, Flavio Conti, and Dreifuss both agree that Switzerland should join the European Union over the long term. The referendum system may slow the pace of change but also acts as a check on government and is popular in Switzerland.

Article Abstract:
Kilchberg, a village of 7,000, exemplifies the power of direct democracy in Swiss community government. An elected council makes recommendations, but the people vote directly on new laws, tax levels and regulations. Such communities, however, need to inspire better voter turnout.
