Rwanda revisited
Article Abstract:
A report on genocide in Rwanda in 1994 is critical of the role of the United Nations (UN) and the secretary general of the time, Boutros Boutros-Ghali, as well as Kofi Annan, then head of the peacekeeping department. The UN cannot be neutral when atrocities occur, and threats of force need to be implemented where necessary. There were delays due to UN members, especially the US, acting slowly. The US, France and Britain were at fault, rather than UN bureaucrats. There is little to gain from intervention in such cases, excpet on humanitarian grounds.

Troubled tribunal: the UN and Rwanda
Article Abstract:
A United Nations oversight committee headed by Karl Paschke has issued a report that finds considerable fault with the management of the UN war crimes tribunal investigating the genocide in Rwanda. Paschke's watchdog group found evidence of lax financial controls, payroll mistakes, and poor accounting.
