Article Abstract:
The Finnish government has presented the Finnish parliament a bill to make all telecommunication confidential including e-mail and other internet communication. The personnel of companies offering e-mail and internet services will be bound by professional secrecy on the content of the communications, and there is an overall rule of not being allowed to use such telecommunication message which has not been meant to be received by the person in question. According to the bill, the tele service user must be given the right to conceal the content of his message. Direct marketing for a large receiver group would require a consent from the consumer. Additionally, tele companies must notify consumers of the security risks of the communication. Improving information security would promote electronic trade and other services. The Finnish Parliament will deal with the bill in autumn 1998.

The Finnish Ministry of Communications will set the local dcs mobile phone permissions on public offer. 12 telecom companies have applied for the permissions but they are only granted after possible competing offers have been received. In competition, the Ministry will choose the best applicant from the users point of view to be granted the permission. 18 companies somehow started their dcs operations before the relevant act came into force and they can keep their permissions. The permissions will be granted to the remaining 28 telecom areas. There has been inquiries from abroad as well. The new permissions are expected to increase price competition. Applications are expected to arrive before the end of August 1998 and the aim is to grant the permissions during autumn 1998.

Article Abstract:
The Water Rights Court of Western Finland has granted permission for the first stage of the Helsinki Vuosaari port. The second stage was not granted permission. The granted permission allows Vuosaari port to be build as far as water areas are concerned. Permission concerning land areas has not yet been received. Next decision is expected on the Natura areas. If the bay area is protected with the Natura project the port rail road will need a special permission.
