Sales mean nothing when the customer hasn't got a choice

Everyone seems to have a go at 'volume builders' as these builders have successfully dominated the housing market of England. The adjective 'volume' placed before the builders has little meaning associated with it, except that, the only volume that they are interested in is one of production, and the government has no option other than hiring them because that is the only chance they have of meeting the target of 4.4 million new homes.

Article Abstract:
Construction industry plays a vital role in delivering improvements to both the economy and social infrastructure, through both the public and private sectors. The UK input costs are one-third of those of other developed countries, but output costs are similar showing that there is plenty of scope for improvement in the efficiency and quality of the industry.
