Former Asia adviser Stanley Roth suggests President Bill Clinton take the opportunity to fill vacant foreign-policy posts with advisors who will build a legacy by bringing fresh approaches to relations with China and North Korea. In addition to the departure of Secretary of State Warren Christopher, Defense Secretary William Perry and Commerce Secretary Mickey Kantor, there is reorganization at the National Security Council, Central Intelligence Agency and U.S. Trade Representative's office.

The Clinton administration will try to start a new era in US-Asian relations. Assistant Sec of State for East Asian and Pacific Affairs Winston Lord declared during his Senate confirmation hearings on Mar 31, 1993 that Clinton will reverse the neglect that characterized Asian policy under George Bush. Lord said that the Clinton administration's top aims include cooperating more with Japan, bolstering the Asia Pacific Economic Cooperation forum and improving multilateral security.

'The end of their country.' (Clinton's message to North Korea) (Editorial)
Article Abstract:
Pres Clinton's visit to the North Korean border is reassuring to Asia, but does not resolve the problem there. North Korea will only consider remaining in the nuclear Non-Proliferation Treaty as long as threats of American force keep it there, and those threats must be credible. US military policy has sent mixed messages of late. Clinton must not back down on demands for verification, and he must keep up the pressure on Pyongyang.
