Many voters are becoming increasingly disenchanted with Congressional politics as reform efforts have stalled, or have appeared too radical. In addition, the Republicans have begun to concentrate not so much on reform, but rather on scoring points against Pres Clinton.

Not likely: family leave
Article Abstract:
Pres Bush's veto of family leave legislation seems at odds with his campaign's emphasis on family values. He would offer refundable tax credits for eligible businesses that grant family leave. Hopefully market forces will create what legislation seems unable to do.
