Michael Carns, nominated to head the CIA, became the latest of Pres Clinton's many troubled appointees when he withdrew over problems with immigration. Clinton's first choice, John Deutch, accepted the nomination on the conditions of cabinet status and a key role in national security policy.

Lake may not be the best nominee for the position of CIA director, but not for the reasons Republican legislators give. Lake has never managed an organization as large as the CIA or demonstrated the type of leadership the organization needs.

President-elect Bill Clinton faced pressure from women's groups and minorities to select a cabinet that was mixed by gender and race. Many of his selections were excellent, but some where obviously selected to appease pressure groups.
