Silent in Chiapas
Article Abstract:
The Mexican government's San Andres accords of 1996, which included a move toward autonomy for indigenous people in Chiapas, Mexico, lasted only a short time. An indigenous rights bill has been put before Congress but is criticized for a lack of consultation prior to drafting. A national commission was set up as a mediator, and its head has decided that the commission should be dissolved. A multi-party group called Cocopa has sought to mediate, but the Zapatistas have not given a reply.
