Non-governmental organizations (NGOs) have become importantin crisis areas such as Somalia, where it is too dangerous for foreign aid agencies to operate directly. There are groups that campaign, and others involved in primary aid. They have strong links with governments, despite their name, and receive funds from governments, as well as providing information for them. They may seek to end wars and negotiate ceasefires, and personnel may be exchanged between NGOs and national civil services. They are becoming increasingly like businesses, with trading arms. They may be involved in sterilization programs, and in buying slaves, which can stimulate the slave trade in locations such as Sudan.

The non-governmental organizations (NGOs) involved in protests against the World Trade Organization meeting in Seattle were well organized with a clear agenda, and used the media skilfully. They have been able to influence national, international and corporate policy on a range of issues, including land mines and consumer rights. NGOs can deliver services as well as carry out protests. They may provide aid, and their ability to campaign has been enhanced by technological developments such as the internet. There is a debate on their impact on democracy.
