Sizing up a crown corp
Article Abstract:
In a discussion paper for the Economic Council of Canada, economics professor Christopher Maule analyzes the Ontario Urban Transit Development Corporation in terms of its creation as a government enterprise, its evolution, accountability, and possibilities for privatization. In 1973, the year it was created, there were 40 employees, assets of $11.3 million, $590,000 in sales, and $928,000 in losses. In 1983, the enterprise had grown to 1,000 employees, assets of $156 million, $86 million in sales, and net earnings of $1.6 million. While the possibility of privatization is attracting interest, it would be difficult to accomplish.
