Article Abstract:
There has been talk of a possible unification of Russia and Belarus, but the Belarus president, Alexander Lukashenka, has also move toward the idea of closer relations with western countries in a speech in Jul 1999. Belarus has serious economic probems, and is isolated in political and economic terms. A merger could create problems for Russia if the currency rate favored Belarus. Belarus faces repression and impoverishment if no changes are made, though the internal security forces are strong.
