Article Abstract:
Japan appears to be emerging from its economic problems, but political probems are developing that include a boycott of the opposition benches of parliament, and a drop in the popularity of the prime minister, Keizo Obuchi. The economic recovery could be hit by political instability. An election may be held in summer 2000 after figures on economic growth have been released, showing the impact of government spending programs. The boycott by the opposition could lead to loss of support for the opposition rather than the government.

Four incumbent Democrats won gubernatorial races, while Ed Schafer of North Dakota became the only Republican elected. Losers included Democrat Dorothy Bradley of Montana, Democrat Deborah Arnesen of New Hampshire and Republican Elizabeth Leonard of Rhode Island.
