Article Abstract:
Finnish Sonera and Swedish Telia will together buy 60% of the state-owned Lithuanian Telecom. The Sonera-Telia consortium, Ambert Teleholding, will pay Fmk 2.8bn (US$ 0.5bn) for their share. Additionally, the consortium is obliged to invest approx. Fmk 1bn in the Lithuanian company within the next two years. The Lithuanian state will receive Fmk 180mn dividend from the deal and another Fmk 220mn if the company reaches their profit goals for the next three years. Lithuanian Telecom has sole right to the function of Lithuanian fixed telephone network until the end of 2002. The company has been granted a 10 year license covering gsm and dcs 1800 services. It also has holdings in local gsm and nmt companies. According to Sonera, the holding companies in Estonia and Latvia were already profitable in 1997. The success is due to rapid increase in number of users. For telecommunication, Lithuania is the most under-developed Baltic state.

According to a disclosed plan, the Russian internal security services, FSB, might be getting a right to read all e-mail to and from Russia. The Sorm system would allow the especially founded center to read all incoming and outgoing information of the customers of that particular network. According to the plan, all servers would have to buy special "black boxes" for transferring data to the authorities and to connect them to the control center with a cable. The plan would seem to include also a right to forbid the usage of such protection systems which the Russian authorities are not able to decode. The plan is probably to enhance tax collection and to prevent economic crime. However, carried out to the outlined extent the Sorm system would seem to be extremely vulnerable for misuse.

According to the Finnish Office of Free Competition, the contracts between mobile phone operators and retail sellers do not restrict competition. The procedure is not discriminative as all qualified sellers can sign a cooperation agreement with Sonera, Radiolinja or both. According to the Office's decision, subsidy paid by the operators has not affected the retailing structure. No evidence was found on operators funding selling of subscriptions by the income from network operations.
