Article Abstract:
U.S. based spammers, who clog the worlds computers with junk e-mail, are shifting their operations to China, where they continue their bombardment safe from lawsuits as anti-spam policies are lax and detection difficult. The migration of spammers is spurred in part by increased vigilance against unwanted e-mails solicitations in the U.S. and Europe.
