Russian troops remain in the Balkans and other independent countries because Boris Yeltsin has not given the order for them to come home. Yeltsin has not recalled them because ethnic Russians in those countries face discrimination and because Yeltsin fears that there will be no place for the soldiers to live at home.

The Russian army is exerting itself and resisting attempts to downsize it. Recent appointees by Boris Yeltsin are from the right-wing, indicating that perhaps Yeltsin is buckling under to military influence. There is fear that the army may resist government authority.

Sergeyev was chosen to replace Igor Rodionov as Russia's Defense minister in May 1997. Rodionov had clashed with Pres Boris Yeltsin over proposed military cutbacks. Yeltsin wants to reduce the armed forces from 1.7 million to 1.5 million by the end of 1997.
