Article Abstract:
Russia faces a drop in output, a rise in prices, and a drop in imports. Householders are concerned whether fuel and food will last the winter. The government has promised to pay wage and pension arrears, and has created new money to help loosen up the banking industry. The ruble has stabilised due to wholesale currency markets being almost shut down. The government has to make a number of decisions on taxes, its debts, labor union protests, and bankrupt industries. Some Russians may suffer hunger in winter 1998-1999, and many Russians may move support away from liberal economic policies.

Russian president, Boris Yeltsin, has nominated Yevgeny Primakov as prime minister. This nominee is a presentable candidate who is not an amateur, drunk or a sick man. Primakov has links with Saddam Hussein, president of Iraq, and Slobodan Milosevic, president of Yugoslavia. Primakov's views on economic policy are not clear, and he has almost no financial or economic experience. Russian banks are paying small sums and most goods are stocked by shops, but inflation is increasing. There is hope that the elite could be more responsible and seek genuine reform, but this may be optimistic.
