United Kingdom house prices have recovered in early 1999, and this is especially true for prime real estate in central London, which saw a drop in price in 4th qtr 1998. Interest rate reductions should help house prices. The marketis characterized by regional differences, with houses cheaper in northern England, Wales and Scotland, and more expensive in the south east of England. Factors tending to depress the market include the end of tax relief for mortgage holders, and a reduction in the number of people aged between 20 and 24-years-old, while many young people face large debts as a result of changes in higher education funding.

Buyers' blues
Article Abstract:
Buying a house in England and Wales involves low transaction costs compared to other countries, but can also take a long time. The government is reportedly considering ways of speeding up the process, and making sellers carry out some paperwork to save time for buyers. Sellers could also commission a survey, but this would have to be accepted by buyers and mortgage lenders, or another survey would have to be carried out. Surveyors would have to be legally obliged to inform buyers of possible defects, despite their being paid by sellers.
