Sweeping moves on TV, telecoms
Article Abstract:
The Information Technology & Broadcasting Authority has issued its proposal to open up TV broadcasting and telecoms market. Under the 1998 Review of Televisions Policy and 1998 Review of Fixed Telecommunications, it suggested 1) Allow fixed Telecommunication Network Service (FTNS) licences to offer TV and VOD services. 2) Issue new licences or encourage existing operators to expand their network. 3) Require Wharf Cable to open its network for other TV and telecom operators. 4) Allow satellite broadcasters to offer pay TV services. 5) Allow cable TV operators to offer telecoms services. 6) Cancel royalty fees for pay TV service. 7) Consolidate existing broadcasting regulations into a Broadcasting bill. *

Market welcomed the government's plan to further open up TV broadcasting and telecommunications market. However, analysts said the Government should lift the price regulation on local telephone service in order to attract investment. The government considers issuing more licences for fixed network services or get existing operators to raise their investment. Apart from fixed network licences issue, it will also issue licences for ISR voice and data network services from 1 January 1999. *
