THE INDIAN SOFTWARE (SUCCESS AND SOB) STORY: THE IT TASK FORCE
Article Abstract:
IT Task Force aims to create growth oriented policies to help Indian infotech industry to achieve an annual exports target of $50 billion. IT Task Force has suggested 108 recommendations in its first phase. Some of its recommendations include removal of monopoly of Videsh Sanchar Nigam Ltd (VSNL) on International Gateway for Internet. With this move the government and private Internet service providers (ISPs) will be authorised to provide gateways. The government should allow the access to Internet through registered cable TV without demanding additional licencing. IT software should be freed from customs and excise duty. New norms must be introduced to ensure fulfillment of working capital needs of the software units. Amendments of Company Act to facilitate issuance of sweat equity to employees, to launch operational knowledge for universalising computer literacy and to increase the use of computers and IT in education system, and apportioning 1.3 percent of the budget of each ministry, department towards information technology. In the training aspect, the IT Task Force has recommended tripling of output of students in IT in the seven national level institutions through reconstituting the programme. (gs)

The IT industry has grown from $10 million in 1987 to $2.7 billion in 1998. Nearly 50 percent of the domestic market is constituted by products and packages and around 38 percent is constituted by turnkey projects. On the exports front, professional services constitute 48.40 percent, while consultancy and data processing form 26 percent and 12.2 percent respectively. In a study conducted by NASSCOM, the projected annual demand of software professionals is expected to be around 55,000 every year. Y2K projects have created more demand than available. (gs)

Article Abstract:
The NASSCOM study has projected a growth size of $16 billion by 2003 AD for the Indian IT industry. The exports of software and services are likely to grow to $10 billion from the current level of around $1.73 billion. The projected growth in the industry is $4 billion in 1998-99, $6 billion in 1999-2000 AD, $8.8 billion in 2000-01 AD and $12 billion in 2001-02 AD. (gs)
