Article Abstract:
The European Community Commission's (ECC) acceleration of television deregulation in the European Community (EC) has provided viewers with many options, and has created unprecedented competition between public and private channels for revenue. An ECC decision known as the 'television without frontiers' directive was designed to regulate commercial access to EC audiences, promote broadcasting that reflects European interests, while remaining competitive in world markets. The ruling could be the precursor for propelling EC television industry into world competition. However, a protectionist environment could develop as a result of: a shortage of European programs; the competition between EC broadcasters; pressure from foreign exporters of inexpensive programming; and difficulties in defining 'European programs'.

Belgium: time of reckoning
Article Abstract:
Belgian businesses have wide experience with export markets due to their reliance on trade necessitated by a small internal market. However, the imminent single European market of 1992 poses challenges because Belgium's economy is dominated by small to medium-sized companies which are vulnerable to foreign takeovers. In addition, the Belgian economy is hindered by: a large public sector; a public debt that is 125% of GNP; and severe domestic political divisions. Because Belgium does have one of the most open economies in the world and political continuity, areas of the economy are expected to thrive in the single European market including manufacturing; transportation by road and canals; and energy. In contrast, banking, insurance, railways, and airlines are in poor shape to face European competition.
