Lucio Tan, Philippine businessman, is helped in his empire by his brothers. Cresencio manages the investments of the conglomerate in China and is also vice-president of Tanduay Distillery. Mariano deals with the overall financial management of the group and is Allied Bank's treasurer. Tan has two other brothers working with him in addition to his three sons. His executives also include retired military generals. Generals can tackle certain problems such as extortion at military checkpoints that other people could not tackle.

Lucio Tan is a Philippines businessman who places emphasis on a knowledge of Chinese culture and cultivating friendship. He studied Chinese classics as a child and uses the I Ching, a Confucian classic. He later studied chemical engineering in Manila, Philippines. He travels round the country visiting his enterprises and building contacts. The emphasis he places on friendship has led to allegations of bribe-giving but reality is more complex, according to his deputies.

Targeted for ransom: kidnap gangs terrorise ethnic Chinese

The widespread kidnapping of ethnic Chinese in the Philippines is spoiling Philippines' chances of attracting foreign investment. Terrified Chinese-Filipinos are either leaving the country or postponing their investment plans. Investors are also worried by rumors that some of the kidnappers are police and military officers. The Presidential Anti-Crime Commission (PACC), established by Pres Fidel Ramos, has been unable to solve the problem.
