Telecommunications contracts offered by the Indian government's Department of Telecommunications (DOT) have become a subject of controversy. Instead of awarding the digital exchange tender to the lowest bidder, the British GPT, Indian officials urged the other contenders to cut GPT's price. Meanwhile, verbal approval given by the Foreign Investment Promotion Board to Motorola, an American company, for setting up paging networks was reversed in July 1992, when Motorola was advised to approach DOT. Tenders for cellular telephone networks became controversial as DOT asked for experience in Global System for Mobile Telecommunication (GSM) and then shortlisted several companies with no experience of this technology.

Article Abstract:
India's state industries must decentralize and introduce cost-cutting measures to effect economic reform. These measures would ideally include cuts in civil servants' benefits, wages and subsidies to secure financing for operations and new investment opportunities. Aside from reallocation of financial resources, the turnover of industrial control to states may also prove beneficial. The states additionally need to control opportunistic business practices such as those rumored to have allowed the siphoning of Bharat Coking Coal Ltd's resources and the monopoly of its supply needs.

Article Abstract:
The bombing of the Bombay Stock Exchange proved to be unsuccessful move to unnerve the city and its business community. In fact, brokers continued to trade shares and the market index even rose by 2% after the incident. The motive for the bombing and its perpetrators remain unknown but the Indian government already has some suspects. These include Pakistan's Inter-Services Intelligence Agency and the Liberation Tigers of Tamil Ealam.
