Tense times
Article Abstract:
Spanish Basque separatists in ETA announced a ceasefire in Sep 1998, but there is concern that police action against ETA in 1999 could spark off more violence. There has been an increase in street violence in the Basque country, but ETA's leadership is still commited to peaceful change through the political process. Some ETA demands are unlikely to be met by central government, such as a call for a referendum, but others could be met, such as allowing ETA prisoners elsewhere in Spain and France to be moved to Basque prisons.

Article Abstract:
Both the Basques and Catalans are attempting to obtain as many concessions as possible from Spain's conservative government. For example, Pres Jordi Pujol of Catalonia is asking for the same tax concessions as those enjoyed by the Basques. The government is dependent on both groups for support.
