Europe's attempts to have a unified foreign policy are subverted by national interests of the continent's countries. The countries are reluctant to involve their own citizens in conflicts in other nations where their self-interests would conflict. Some agreement is needed.

Military intervention by UN peace-keeping forces is necessary to prevent further theft of much needed food supplies by armed bandits in Somalia. Peaceful efforts have failed to stop the suffering of innocent Somali victims.
