The 5% solution

Mexico's ruling Institutional Revolutionary Party (PRI) has turned away from electoral reform. This is because mid-term elections to Congress are due to take place in Jul 1997, and the PRI could suffer a serious defeat if the rightist National Action Party and the leftist Party of the Democratic Revolution were to join forces. For this reason, the PRI has almost completely outlawed coalitions. It is determined to retain control of the lower house, as failure to do so would mean the loss of much presidential power too.

Article Abstract:
Mexico's Congress has approved electoral reform legislation intended to provide freer elections, less influenced by the ruling Institutional Revolutionary Party. It remains to be seen, however, whether Pres Ernesto Zedillo will give election reform his wholehearted support.

Pres Ernesto Zedillo has dismissed his attorney general Antonio Lozano. Lozano, who had recorded limited success in fighting rampant corruption in Mexico, had failed in his attempt to link Raul Salinas, the ex-president's brother, to a murder charge.
