The BOT solution
Article Abstract:
The Philippine government of President Fidel Ramos is using an innovative approach to finance the construction of costly infrastructure projects. The 'build-operate-transfer' (BOT) scheme is being used to build a light railway, and elevated highway and other projects in Manila. Under the BOT scheme, private companies finance and build these projects, earn a return and then transfer them over to the government. This approach was first used to build 23 power plants from 1992 to 1995 which averted an energy crisis.

The Philippine government deregulated the country's shipping industry beginning in 1992 which has opened up routes to new competition and deregulated passenger and freight rate structures. It remains unclear whether deregulation will increase or reduce the number of players. Opportunities have been created both for new companies to enter the industry and for existing firms to consolidate their operations for improved efficiencies.

Article Abstract:
The Philippines has a financial system that is characterized by a big amount of domestic capital that is unfortunately either hidden in bank savings or sent abroad. This nonproductive use of money explains partly the rut the country' economy finds itself in. The government has to enhance the business climate and provide a relatively less risky environment to attract foreign investment and stimulate savers to invest.
