The Berlusconi problem

Italian Prime Minister Romano Prodi is trying extremely hard to make the country into a normal democracy. However, this process is proving very challenging. Prodi's lack of success is reflected in the fact that opposition leader Silvio Berlusconi remains in politics, even though he has received several criminal convictions and faces more trials. The system of justice still has many flaws, while the political system allows criminals to hold considerable power.
